The ball hits the net. The scorer runs to the corner. And then everybody in the ground looks at a screen, or at the referee's ear, and waits.
That wait is the most disliked thing in modern football, and almost nobody can tell you what is happening inside it. What looks like one decision being made slowly is usually a queue of decisions being made in order, and the queue is longer than most people watching realise.
VAR is not allowed to look at everything
The limits explain more than the technology does.
Under the IFAB protocol, the video assistant referee may only get involved in four match-changing situations: goal or no goal, penalty or no penalty, a direct red card, and mistaken identity when the referee books or sends off the wrong player. Second yellow cards were excluded. So were fouls in midfield, corners, throw-ins and everything else that makes up most of a match.
That is the whole list. When a manager says VAR should have looked at something, quite often VAR was not permitted to.
The threshold is the second limit. VAR does not re-referee the game and does not give its own opinion. The original decision stands unless the footage shows a clear and obvious error. The protocol puts it plainly: the final decision is always taken by the referee, either on information from the VAR or after an on-field review.
The check almost always takes seconds
The VAR is checking continuously, through the whole match, on every one of those four situations. Most of those checks finish in a few seconds and you never learn they happened. The protocol calls it a silent check. Play does not stop, the referee is not spoken to, and the game moves on.
That reframes the usual complaint. Some VAR checks are slow, and the useful question is which ones and why.
Why a goal check runs longer than the goal
A goal is not one event. It is the end of a passage of play, and the video referee has to work backwards through that passage in chronological order until reaching the last restart.
Take a fairly ordinary goal. The ball goes in. Before that there was a cross. Before the cross, a player held off a defender. Before that, a pass that may have been played from an offside position. Before that, a tackle in midfield that might have been a foul, and possibly a handball nobody appealed for.
Every one of those has to be looked at and cleared, in sequence, because any of them would wipe the goal out. The check is not slow because one call is hard. It is slow because there are six calls stacked behind one another and the last one is the one everybody is watching.
ESPN's explanation of the process, from a former referee, makes the same point: complex situations need several elements of the action broken down in order, and each one debated and judged.
Where the offside minutes used to go
For years the single biggest time cost was drawing the lines.
An offside decision needs two things fixed before a line means anything. The exact frame the ball was played, and the exact position of the second-last defender and the attacker in that frame. Both used to be set by a human operator scrubbing frame by frame through the footage, and both were argued about, because a line drawn on the wrong frame produces a confident answer to the wrong question.
Semi-automated offside technology took that job off the operator. The Premier League introduced it on 12 April 2025, after non-live testing and live use in the FA Cup. Around 30 cameras track the players, several of them recording at 100 frames per second, and the system suggests the kick point and generates the lines itself. A video official still checks and approves what it produces.
The Premier League's own estimate for what that saves is about 30 seconds on a close offside call. That is worth having, and it is also worth being clear-eyed about: 30 seconds off a four-minute wait leaves three and a half minutes, and those minutes are the chronological rebuild described above, not the lines.
Check, then review, and only then the monitor
The other half of a long delay is the on-field review.
A check is the VAR working alone. A review is the formal process that starts when the VAR believes there might be a clear and obvious error. Play stops, the referee makes the television signal, walks to the pitchside monitor, watches the footage, and decides.
The walk and the watch are not padding. The protocol draws a line between factual decisions and subjective ones. Whether the ball was out of play, or whether a player was offside, is factual, and the VAR can simply pass the information on. Whether a challenge was reckless, or whether an arm was in a natural position, is a judgement, and the protocol treats an on-field review as the appropriate route so the person who has to live with the call is the one who makes it.
That is a deliberate trade. Football chose the slower option on purpose for the decisions where being right matters more than being quick.
What changed at the 2026 World Cup
The tournament in North America ran an upgraded version of the system, and the change was less about accuracy than about where the information lands.
At the 2022 World Cup, semi-automated offside output went to the video assistant referee, who then relayed it. For 2026, FIFA sent clear offsides straight to the officials on the pitch, so the assistant referee can raise the flag almost immediately. FIFA's stated reason includes a point that has nothing to do with television: cutting the gap between the offside and the flag reduces the risk of players getting hurt in passages that were never going to count.
The system has a defined edge. FIFA limited it to positional offside. It does not rule on whether a player in an offside position interfered with play without touching the ball, which stays a human judgement using the tracking data.
Every player at the tournament was 3D scanned, with the avatars feeding both the offside system and the broadcast replays.
FIFA also widened the protocol for the first time since it was written. Two new situations became reviewable at the 2026 World Cup: a corner awarded incorrectly, and a second yellow card the referee got wrong. Both sit outside the original four, and the second yellow in particular closes a gap that had been obvious for years.
So why does it still feel endless
Because the wait is silent, and because the crowd is judging the wrong thing.
Inside the stadium the delay has no narration. The people in the ground can see a referee with a finger to an ear and nothing else, so they fill the gap themselves. On television the viewer at least gets replays and a commentator guessing. The body cameras FIFA used in 2026 point at the same problem from the other end: the complaint is as much about not being told what is happening as about how long it takes.
And the standard being applied is not the one supporters use. A supporter wants the decision fast. The protocol wants it right, and accepts a four-minute review that reaches the correct outcome over a quick one that does not.
The minutes are not really the problem
The argument football keeps having is about length, and it is the wrong argument.
Nobody walks out of a ground complaining that a throw-in took eleven seconds to take. People complain about VAR delays because a VAR delay is dead time they are excluded from. The clock is not what makes it unbearable. Being the only people in the stadium who cannot hear the conversation is.
Which is why the 2026 change matters more than it sounds. Sending clear offsides straight to the assistant referee does not explain the wait better. It removes the wait, and the flag goes up when a flag has always gone up. That is a fix aimed at the actual complaint.
Announcing decisions over the public address system, by contrast, treats the symptom. It tells a crowd what it has already spent four minutes guessing, and it arrives after the atmosphere has gone. Useful, but it is a caption on the delay rather than an end to it.
The honest position on the trade is that football bought something real with those minutes. Goals that should not have counted no longer count. The cost was not accuracy or fairness, it was the thing that made people care in the first place: the right to react instantly and be sure you were right. The sport has been trying to buy that back ever since, and every genuine improvement so far has come from making the check unnecessary rather than making it faster to watch.
The short version
A silent check takes seconds and happens constantly. A long delay means the video referee is rebuilding an attack in order and judging every incident inside it, or the referee is at the monitor making a subjective call in person. Semi-automated offside removed the line-drawing, which was never the bulk of the wait. The rest is football deciding, deliberately, that it would rather be right than quick.
